With time running out on the fiscal year, and Congress unable to send a single appropriations bill to the President before the October 1 start of the 2008 fiscal year, a continuing resolution keeping all federal agencies funded at the current year's levels until November 16 was passed by the House on September 26 and by the Senate on September 27.
