Question: I'm interested in learning more about how to encourage the growth of the film industry in my state. What are strategies that other states have adopted?

Answer: States have adopted a variety of strategies to support the growth of the film industry. Financial incentives, including tax rebates/exemptions as well as incentives for labor, lodging and property use, and marketing campaigns have been developed to attract out-of-state productions. A variety of state-supported training programs encourage local workforce development, which serves to both attract out-of-state productions and promote in-state filmmaking. Strengthening infrastructure to increase local film activity can help provide increased work opportunities for residents.

For Additional Information: The National Governors Association's latest issue brief, "Promoting Film and Media to Enhance State Economic Development," summarizes the economic benefits of film productions and includes examples of policies, incentives and special initiatives that states have used. Download the brief or read the press release. This brief is a part of an ongoing series documenting the value of the arts in public policy. Information on past issue briefs can be found on NASAA's website.
