Capitol Hill Budget Process on Slow Track; Congress Prepares Tax Bill

The House and Senate are behind schedule on developing a budget and drafting appropriations bills for fiscal year 2011. While the Senate Budget Committee has approved a budget resolution that reduces President Obama's discretionary spending request by $4 billion, the House Budget Committee has no resolution in place. The funding level for the National Endowment for the Arts remains uncertain. . . .
