Published by Arts Midwest and commissioned by The Wallace Foundation, this monograph outlines how state arts agencies serve citizens and describes innovative strategies states have used to deliver value to the public. This publication was produced in connection with the State Arts Partnerships for Cultural Participation (START) initiative, which involved 13 state arts agencies.
